San Antonio City Council Addresses Police Chief Transition and Transit Pilot Program

The San Antonio City Council is holding a scheduled session today, Tuesday, February 17, 2026, at the Municipal Plaza Building. The meeting comes at a pivotal moment for the city as officials grapple with the upcoming retirement of the city's longest-serving police chief and a series of controversial infrastructure and public safety proposals.

High on the day's agenda is the framing of the search process for a new Chief of Police. Current Chief William McManus is set to retire in September after leading the San Antonio Police Department for nearly twenty years. City Manager Erik Walsh and Mayor Gina Ortiz Jones are briefing the council today on the qualities required for the next leader. The discussion is expected to highlight a divide within the council; Mayor Jones has publicly advocated for a candidate who prioritizes data-driven staffing and investments in public health, while some council members have expressed concerns about maintaining the current size of the police force.

In addition to law enforcement, the council is reviewing a high-priority proposal from the Mayor’s office regarding a fare-free pilot program for VIA Metropolitan Transit. Mayor Jones formally requested a plan yesterday for a six-month trial that would eliminate fares on the city's five most-utilized routes. Supporters of the measure argue it will significantly boost economic mobility for residents on the East and West Sides, though some council members are seeking more information on the long-term fiscal impact on the city’s general fund and current transit budget.

The session is also expected to touch upon several other pressing municipal issues currently facing the administration:

  • ICE Facility Opposition: Council members are discussing a potential resolution to oppose a proposed U.S. Immigration and Customs Enforcement (ICE) detention facility on the East Side. Mayor Jones recently urged federal representatives to block funding for the site, citing its potential to hinder local economic growth in an already struggling area.
  • Council Conduct Investigation: The council continues to navigate internal friction following a formal complaint filed by District 1 Councilwoman Sukh Kaur regarding the Mayor’s professional conduct. Officials are expected to discuss the status of the ongoing independent investigation.
  • Project Marvel: The council is receiving updates on the proposed $4 billion downtown sports-and-entertainment district, including calls for a new, independent economic impact study before proceeding with final negotiations for a new arena.

Today’s deliberations are critical as they set the stage for formal votes scheduled for the full session this coming Thursday. City leaders must balance these long-term infrastructure goals with the immediate need to maintain stability within the city's executive leadership.
