Council Convenes for Full Slate of Legislative Business

The San Antonio City Council convened today, Thursday, February 12, 2026, for a comprehensive series of meetings including a 9:00 a.m. A Session and a 1:00 p.m. Special Session at the Municipal Plaza Building. Mayor Gina Ortiz Jones and City Manager Erik Walsh are leading the day's agenda, which features significant decisions on urban planning, public safety, and affordable housing initiatives.

Expanding Affordable Senior Housing

One of the primary items on the morning agenda is a resolution to support Westminster Square Senior Housing. The council is considering an application for 2026 Competitive 9% Housing Tax Credits from the Texas Department of Housing and Community Affairs. The project aims to rehabilitate the Westminster Square Apartments, a 107-unit affordable housing development located at 1838 Basse Road. This move aligns with the city’s ongoing efforts to expand high-quality housing options for seniors and low-income residents in the community.

River Walk Strategic Plan and Infrastructure

Urban development and tourism also take center stage today with a proposed professional services agreement with Astelle LLC. The $200,000 contract would fund a one-year term for the development of the River Walk Strategic Plan. This initiative is designed to ensure the long-term viability and modernization of one of San Antonio’s most iconic landmarks. Additionally, the council is scheduled to vote on professional services agreements with major engineering and architecture firms, including Kimley-Horn and Associates and Hellmuth, Obata & Kassabaum, for various city-wide infrastructure projects.

Bonham Exchange and Public Safety Discussions

A high-profile discussion expected during the sessions involves the future of the Bonham Exchange. Following a tentative agreement announced by Mayor Ortiz Jones earlier this month, the council is reviewing a memo regarding the club’s fire code compliance. The historic LGBTQ+ nightlife hub recently faced potential closure over missed deadlines for sprinkler system upgrades. The proposed deal would allow the venue to continue operations with reduced indoor occupancy and increased use of its outdoor space while working toward full compliance.

In addition to infrastructure and housing, the council is taking up a resolution supporting strategies to protect all San Antonians. This item coincides with ongoing local discussions regarding city cooperation with federal agencies and the operation of an East Side facility. Other items on the agenda include:

  • Approval of minutes from the January 28 and January 29, 2026, meetings.
  • Settlement of a personal injury lawsuit involving the city.
  • Appointments to the Historic and Design Review Commission.
